US seamarks

🎯 As proof of concept I improved the update.pyscript that converts (some) seamarks encoded like in an ENC into OSM XML files. The files might be imported into OSM or converted into OBFs for use in OsmAnd.

The data is based on data available at the https://charts.noaa.gov/ENCs/ENCs.shtml

❗ This only works properly in OsmAnd with the marine map style!

👉 For additional depth data (contours), use the OBF from other releases.
