Add an intentional top-level Makefile parse error so the CI/CD pipeline fails in the build stage and exercises pr-notify Jira ticket reporting. This PR intentionally breaks kernel build parsing to validate the CI/CD build-failure notification path, including Jira ticket creation and linking in the PR comment.
