Split off the image building and cleanup into a reusable workflow which can then be called by the OpenStack image building and the other image building workflows to make it cleaner and easier to keep up to date.
Add the building of containers for glance, horizon and placement.

Split up the container building into a reusable workflow and then split the OpenStack piece to its own run from the other containers. Add the build of a glance, horizon and placement container and actually use it.
