chore: update mod_auth_openidc and use the ansible container by default to setup keystone#1464

Make the mod_auth_openidc version a variable to make updating this easier.
Bump to the latest stable 2.4.16 version to catch some bug fixes.
We want to use the ansible container for all of our bootstrap activities in the future so switch to running it by default. Rename the keystone playbook to match the other services.

This updates mod_auth_openidc to the latest 2.4.16 version to catch some bug fixes. Update the default container that runs to be the ansible container for the bootstrap process so that keystone will get bootstrapped with ansible.
