fixes the error where 11 aborts the Node.js process during teardown on Linux with Node.js 24.19.0 or later.
verified on node:24.19.0-bookworm (linux/amd64)
peer range moves to ^13.0.0. This is a breaking change for consumers on better-sqlite3 11.
