Migration note: atm-core in-tree sc-lint-boundary bundles portability (--rule portability) and runtime liveness (SCB-RUNTIME-001/002) #138

In-tree crate exposes --rule portability (crates/sc-lint-boundary/src/main.rs:57-62, portability.rs Port001-005) and bundles runtime liveness rules (runtime.rs, lib.rs:665-680). Released sc-lint splits these into sc-lint-portability (Port001-010) and sc-lint-runtime, and adds --rule dependencies/manifests, named-caller analysis and inventory/ loading. Not a feature gap; document the CLI/config remap for the atm-core migration so .just/lint_sc_boundary.py / lint_sc_portability.py invocations can be replaced without loss. sc-lint-directives: no differences detected.

Context: atm-core still runs a pre-production in-tree sc-lint (crates/sc-lint-boundary, crates/sc-lint-directives, .just/lint-config.toml). Migrating it onto released sc-lint (Phase G G.4b) needs either a released equivalent or an explicit decision to keep this as a consumer-owned extension. Filed from the atm-core just-setup survey; addressed AFTER Phase G, not in scope for it.
