[codex] remove facilitator wallet reset actions

Summary

• Removes the dashboard airdrop and faucet controls from the Solana devnet wallet view.
• Removes the configured-state Change Wallet button so facilitator settlement wallets display as stable managed addresses.
• Removes dashboard API helpers and admin routes for deleting facilitator settlement wallets, and prevents import endpoints from overwriting existing wallet keys.
