[codex] add public testnet support

Summary

• Add public testnet support augmentation for Base Sepolia, Solana devnet, and Stacks testnet
• Expose Base Sepolia and Stacks testnet info from the free facilitator path when matching keys are configured
• Standardize dashboard wallet cards around per-network balances and mainnet/devnet tabs for EVM, Solana, and Stacks
