[codex] Pivot landing page to public facilitator

Summary

• Refresh the landing page around the public pay.openfacilitator.io endpoint, open source positioning, chain icons, dark/light UI polish, public stats cards, and integration examples.
• Add public stats/operational metrics plumbing for aggregate facilitator usage and response timing.
• Remove refund APIs from the SDK exports/middleware and delete public refund SDK docs/skill references.
• Preserve the existing Open Graph image metadata while updating page metadata for the new positioning.
