Adds a `projectWithCentralPackageManagement` fixture (a CPM-managed project plus a dependent project consuming it transitively) and a test in InitializationTests.fs that opens both projects and asserts no msbuildWorkspace [Failure] diagnostic is raised and hover/code intelligence works.
