Update development dependencies and pinned tool versions across the workspace. No runtime code changes; all edits are dev-only tooling. - `@biomejs/biome` `2.5.2` to `2.5.3` (and `biome.json` schema) - `hk` `1.49.0` to `1.51.0` (`mise.toml` and `hk.pkl` package refs) - `pkl` `0.31` to `0.32` - `@oh-my-pi/pi-coding-agent` `16.3.11` to `16.4.8` - `@types/node` `24.13.2` to `24.13.3` - refresh `bun.lock` accordingly Glory to the Omnissiah
