This PR introduces the first reviewable routine-editor UI slice at /routines/new. It adds the responsive editor shell, back navigation, disabled Preview and Save actions, the routine-name field, the initial empty schedule control, and the initial Add Exercise action while intentionally leaving editor behavior for later tasks. It also simplifies the empty /routines state to a clean Add Routine action that opens the editor. Reusable UI primitives were extracted for inputs, labels (including an optional-field suffix), page titles, and full-width add actions so later styling changes can be made consistently in one place. The generated TanStack route tree and editor/landing tests were updated. Verification completed locally: lint, typecheck, and all tests pass (107 tests total).
