Update Harness config skills for profile packs

Summary

• update the public Harness config skill for profile-isolated pack patterns
• refresh dogfood migration/spec/pattern/testing skill references for wildcard roots, target parents, and profile isolation
• add example and verification guidance for same-name local pack overlays and pack isolation guardrails
