chore: drop PROGRESS.md from issue-implementation skill

Part of retiring the PROGRESS.md pattern (root change: recoupable/mono#38).

The issue-implementation skill's "Read the ground" step told agents to read the monorepo PROGRESS.md (now deleted). Removed that clause; reading each target submodule's CLAUDE.md/AGENTS.md stays.

Skills validation gates (portability, vendored, manifests) pass.
