Backport the R CI fixes from mlflow#22839 and mlflow#22685. Upgrade the base image and install the libcurl development and libuv runtime packages required by current R packages. Backport the relevant cleanup from mlflow#20675. The Examples workflow treated any nested Dockerfile change as a reason to build the unused root Dockerfile, whose Bullseye package sources are obsolete. Remove that Dockerfile and its dedicated CI step. Summary
Backports the independent CI fixes needed by #656 and #677:
The separate Python 2 artifact-service failure is intentionally excluded. Each commit includes the upstream contributors as co-authors and a DCO sign-off.
