Promote v0.18.3 to main (redrob/free prompt, Git Bash, answer options) - #198

Back-merge main into develop (v0.18.2)
In Git Bash (mintty, no pseudo console) Ctrl+C ends a native program at once, so no exit handler runs and the shell is left with mouse reporting on. Every mouse move then prints "35;x;yM". - Mouse reporting is off by default in Git Bash (REDROB_FORCE_MOUSE=1 keeps it). - The npm launcher resets terminal modes when the TUI ends abnormally on Windows.
fix(tui): stop mouse codes leaking into Git Bash after exit
The engine lets a model end a reply with `[OPTIONS: a | b | c]`, but the TUI showed that line raw. Parse the last line of a finished reply (with or without brackets, 2 to 5 choices, never inside an unclosed code fence), hide it from the markdown, and list the choices under the newest reply until the user sends anything. Clicking a choice sends it; alt+1..alt+5 send choice N while the prompt is empty.
feat(tui): render answer options as selectable choices
redrob/free matched no model family and got default.txt, which says to
answer in under four lines and to just stop after editing a file. The
small model followed it: on Terminal-Bench it wrote a one-line plan
("now I will create X") with no tool call and the run ended with no
files written. redrob-free.txt keeps the default rules and adds: work
with tools until the task is done, never end on a plan, write files to
disk, run and fix before stopping.
fix(session): give redrob/free a keep-going system prompt
