Addresses #706 by making config accessible via a portalcall. We introduce a
get_configutility in/igloo/utilsthat the guest can use to query the configuration. Movingigloo_initout of env does change configuration behavior/validation, so this PR also bumps the config version and adds an auto_fixer.
