Closes #49, Closes #53, Closes #55

 #53 #55)

#49 — nmap host-timeout prevents hung scans:
- Add --host-timeout flag to nmap command (default 30s)
- Configurable via NMAP_HOST_TIMEOUT env var
- Tests: assert flag present in command, assert env var override works

#53 — OS dropdown filter on Devices page:
- Derive unique OS values from loaded devices (useMemo)
- Dropdown hidden when no OS values are present (no nmap data yet)
- Text search and OS filter compose together (AND logic)
- Dropdown only shown when there are OS values to filter on

#55 — First-launch empty state on Dashboard:
- When scans.length === 0 and not loading, show welcome panel
- Explains what NetworkCrawler does in one short paragraph
- Prominent 'Run your first scan' button triggers scan directly
- Panel disappears automatically once first scan completes
