Add property tax history for parcels

Getting tax history on parcels will be crucial to making a heatmap of them.

Clicking on a parcel in the map should also display current year property taxes.
It would be nice to also include other years history there and possibly stats like 5-year avg etc..

It seems most of the counties host their property tax records either through WlidfireSearch or (the more common one) GovernmentWindow.
There are other counties that only operate through qPublic. I havent found a good way to access that data.

But for the other two sites, setting up importing processes for them should be straightforward.

Millage Rate should be tracked as well.
This can get a little difficult since each county is a little different.
I also don't think its going to be clean to determine what properties dont pay school tax (retirees).
Those properties will certainly skew the avg property tax ratio but that would be good data to store as well if I can.

Could possibly store a "is_school_exempt" for each year of the properties taxes.
That way you could tell if a retiree has moved or a signal that ownership has changed.
