chore(prompt): sync the offline integration prompt with the hosted one - #182

The hosted prompt now sends the agent to the changelog feed, plan limits and per-job docs, asks it to install the latest SDK and validate compose timelines, and offers the agent skills. This copy is used only when the hosted one cannot be fetched.
