ci(api-docs): include docs.json in PR add-paths

Sync from resq-software/docs#38. Adds docs.json to add-paths so the splice step's nav edits ride along in the auto-PR. Until now, the per-submodule pages emitted since #34 (bloom, count_min, graph, etc.) were generated but never registered in the docs sidebar.
