Summary
Adds
config/claude/skills/skill-library, a small Claude Code skill (SKILL.md +scripts/find.py) that keeps large skill collections such as ECC out of every session's context. The collections are cloned into~/.claude/skill-repos/; the skill searches them by keyword and reads only the file a task needs (~150 tokens always-on instead of ~45k for ECC as a plugin).README gets a short optional section with the two manual setup commands. The installer is unchanged.
Testing
find.pysearched the ECC clone (295 skills, 68 agents, 94 commands, duplicates for other harnesses removed) in ~0.08 s.laravel-security.
