Big refactor, works with newest tensorflow and tensor2tensor

Filtering functionality was moved to: https://github.com/ricsinaruto/NeuralChatbots-DataFiltering

Unused files were removed.

Code was modified to work with newest tensorflow and tensor2tensor versions.

New api documentation on wiki.

Readme updated with info and examples.

Filter data mode added
