test: add unit tests for metrics_service

Adds isolated unit tests for MetricsService in backend/services/metrics_service.py.

Changes

• Created backend/tests/test_metrics_service.py
• Covers: ticket count aggregation, average resolution time, SLA compliance rate, and empty dataset edge cases
• All tests use mocks and require no external dependencies
