In calculation of KLD, the homework solution shows that the distances when using Island 1 as the reference model are shorter than when using the other islands as a reference. This largely holds, but there is an observation in the result that is not explained.

Why is it that the KLD going from Island 3 to Island 1 is smaller than going from Island 1 to 3? The difference isn't great, but wouldn't we expect Island 1 > Island 3 to be smaller nevertheless?
