Implements the deliveryclass-and-other-zombies ADR across three rounds: DeliveryClass retired, reply_to and deadlines carried on every scheme, priming and deferred-cap expressions single-sourced, dormant subscriptions carrying their channel address, and the refusal path for a taken channel address.
