Release v1.0.0: pipeline, contracts, CI and Power BI

Summary

• make the contractual pipeline execute generation, validation, marts, KPI controls, and manifest publication transactionally
• publish sanitized contracts, a professional README, MIT license, dashboard screenshots, and synchronized V1.0 state
• add deterministic reconciliation plus GitHub Actions
• preserve the accepted PBIX and add a reviewable Power BI model contract plus a 39-measure TMDL script

Validation

• 46 passed
• canonical rebuild: source QA 93/93, marts QA 91/91
• deterministic reconciliation: 22 checks, 0 failures
• Power BI source contract: 34 relationships (24 active, 10 inactive), 39 unique measures, 4 Core pages
• GitHub Actions passed for the release commit

Release decision

The user explicitly accepts the PBIX manually authored in Power BI Desktop as the V1.0 artifact and authorizes publication of v1.0.0. PBIP/PBIR export is an optional post-V1 versioning improvement.
