Pull request overview
Adds a repository-root AGENTS.md to provide udp_bridge-specific guidance for AI agents (including GitHub Copilot code review), layering on top of the shared ROS 2 Agent Workspace rules without duplicating them.
Changes:
- Introduces root-level
AGENTS.mdwith workspace rule references and a “Quality Standard” section. - Adds PR review guidance (plan-sync convention, doc-vs-code verification).
- Documents udp_bridge operational context (lossy-link is valid, bytes-per-second units, stale-gate operator impact, single complete config file rule).
