Scaffolded apps now hand their agent the real tooling: the rome CLI/MCP with actual tool names, the rome verify works-gate, and one-command funding. Replaces v3.1 'coming with the docs release' placeholders.

Fleet-wide refresh of the canonical agent contract (v3.1 → v3.2). The old file pointed agents at unshipped tooling ("rome-mcp … coming with the docs release; until then read the registry directly") and misnamed the MCP tools. v3.2 points at what actually ships: the
romeCLI + MCP server with its real tool names (facts_*,cookbook_*,doctor,tx,preset), therome verifyworks-gate (solidity / solana-program / from-home),rome newscaffolding, and one-command funding (fund/bridge --asset eth/activate). Same public-safety rules; no other content changes.
