Updates the Docker metadata extraction to include 'v' prefix in version tags, so images are tagged as v1.2.3, v1.2, v1 instead of 1.2.3, 1.2, 1.
Watch streams were reconnecting continuously when permission errors (403) occurred during sync. Permission denied errors won't succeed with backoff retries, so log them and gracefully exit the watcher for that secret. Also removed unauthorized docker-hosts config files from vault.golder.lan that were causing the permission errors in the first place.
