Removes chainId being effectively hardcoded.

config.tsfile? (To throw useful errors if any ENV var is blank when it shouldn't be, and so we don't havestring | undefinedeverywhere.CHAIN_ID(and any ENV var renaming) to Vercel ENV vars before deploying.
