Submissions: the row action buttons wrap although the table has room #2050

Problem

On Certificates → Submissions (edit.php?post_type=ffc_form&page=ffc-submissions), a row's Edit, PDF and Trash buttons break onto two lines, while the Status and Date columns sit mostly empty.

The table uses table-layout: fixed and only the ID column has a width, so every other column gets an equal share. Measured in a 1700 px table, Actions got 228 px; the three buttons need 236 px plus their gaps and padding. Status and Date got the same 228 px for a badge and a date. The Trash button also had no gap before it, because the buttons are separated by text spaces and one is missing.

Acceptance criteria

• Status and Date take the width they hold, and Actions the width three buttons need.
• The buttons sit on one line when they fit, and wrap with an even gap when they do not (a trashed row has four).
• Measured by a render at 1700, 1366 and 1180 px.
