Summary

• add the Pro Visuals program charter, live ledger, and handover
• add the current-main SP-01 P2a recovery and integration plan
• record the historical recovery audit and two-pass independent plan gate

Review evidence

• recovery audit: GO with corrections, 92% confidence
• plan gate pass 1: rejected six Medium gaps
• plan gate pass 2: accepted at 97% confidence, zero unresolved Critical/High/Medium findings

Verification

Docs-only program-control change. The SP-01 implementation remains isolated on its own branch and is not part of this PR.
