[codex] add lazy multilingual celery runtime

• adds FastAPI/Celery multilingual runtime on two RTX 3060 workers
• adds lazy load, 5 minute idle unload, VRAM gate, chunk distribution, ordered stitching
• documents Spanish 100-sentence realtime and Parakeet ASR results
