Problem

Four locked deps are behind their newest Hex release. kagi_ex has no sobelow, so the sobelow lockfile warnings do not reach it.

Only mix.lock changes. The requirements in mix.exs, which Hex users get, stay as they are.

Left out, and tests

Left out: nothing. Every dep is on its newest version.

rustler_precompiled 0.10.0 comes in through cloaked_req. It adds NIF version 2.18 for OTP 29 and drops Elixir 1.15 and Rustler before 0.28. finch 0.24.0 adds the QUERY method and fixes pool bugs, with no breaking change in its changelog.

Tests: task check passes: format, Credo --strict, Dialyzer (0 errors), 61 tests (3 live excluded), and mix hex.audit (no retired or security advisory packages).
