On Windows, line end character can be Return instead of Newline

Only scanning for #\Newline results in a ^M character at the end of the hash string resulting in mismatch

Thank you. Since I'm not using Windows, this library has zero testing on Windows done by myself. I think this needs to change.

I recently updated lisp-travis-lite to use ql-https instead of bare quicklisp. It supports windows, which I will be using to build cl-repl standalone binaries for windows.
