Make Session Profile Builder a live workflow

What changed

• replace the static profile recipe generator with one real LanguageModelSession
• switch that session between state-driven Inspect and Review profiles
• require a deterministic, read-only local tool during Inspect and capture its exact output
• remove the tool during Review while preserving the same transcript
• let Review run on SystemLanguageModel or PrivateCloudComputeLanguageModel
• record response text, tool output, elapsed time, transcript count, and reported token usage for every completed turn
• keep Xcode 26 and OS 26 support through compiler and runtime availability fallbacks
• localize the new interface in all ten supported locales

Product boundaries

The bundled tool reads labeled sample text only. The interface and model instructions state that it does not inspect the repository, GitHub, or a real build. Cancellation cannot append a completed result, and model/tool readiness failures remain visible.

Stack

This PR is based on #213, which restores the missing Xcode 27 catalog destinations. #213 is based on #211, which pins FoundationModelsKit 3.0.1 and restores Xcode 27 beta 5 compatibility.
