docs: add OpenSSF Scorecard + CII Best Practices badges to README#150

cycles-server achieved CII Best Practices Passing badge (project 12734, 100% Passing tier) and is currently scoring 7.4 on OpenSSF Scorecard. Adds both badges next to the existing CI / License / Coverage row so anyone landing on the cycles-server README sees the third-party verification signals up front.
