Add foundation staff marker team and include in all/private

I wanted to make this a marker team, but I didn't see an obvious way to concat private zulip stream membership.

(This means they will end up in @all, but not sure if that's actually what we want. It's a fine stopgap for now.)

Q: What's the consensus on #council > Include Rust Foundation staff as part of the Project?? I feel like I'm reading "we're generally in favor of this" but I have a hard time figuring out what the actual decision is based on that thread.

I don't think we need the entire council to +1 this, and @Kobzol (who was the only one with a concern) seems on board with this.
