Removes stale executor imports and counter causing Clippy failure. Verification now denies an empty policy, matches exact arguments, and the fixture uses cargo test. Adds two regression tests. Local fmt, check, Clippy and 25 tests pass. Documents the remaining semantic-verification boundary.
