Adds a root CODEOWNERS rule for @rxdt. The existing main gate ruleset requires code-owner review, so green contributor PRs will still wait for an explicit owner review and merge.
The repository's Actions fork-approval policy is a separate Settings > Actions > General control; set it to Require approval for first-time contributors so repeat contributors do not wait for manual workflow approval.
