Sync merged infographic skill compatibility fix

Summary

Refresh the vendored Infographic Agent skill from merged upstream source and reconcile skills-lock.json.

This removes the local overlay that remained after Portfolio #66 and makes every vendored skill file byte-identical to upstream commit ea51aa863def6aa1baa807a2414c1716d7235efb.

Changes

• Sync Python 3.9 / google-genai 1.47.0 compatibility helpers from upstream.
• Preserve explicit image resolution and high thinking on newer SDKs.
• Add the upstream compatibility regression test.
• Align the skill README, metadata, installer, package metadata, and requirements.
• Refresh the skill lock hash to match the installed folder exactly.

npm release note

The merged GitHub source is correct. The immutable npm 3.2.1 tarball was published from a stale checkout and does not contain the fix; corrective release PR ryanbaumann/infographic-agent#10 prepares 3.2.2 from current source.
