The WAM C++ template plan now records the completed Phase 4 slices and audits the remaining lowered emitter. The remaining repeated clauses are short step/delegation patterns with distinct semantics, so further files would add contracts without meaningful body reuse. This closes the scoped WAM migration while leaving the separate streaming cpp_target.pl for a future use-case audit. Documentation only; git diff --check passes.
