[codex] model zhongshan multi-building industrial project

Summary

• convert the page from a fixed Zhongshan demo into a generic project intake tool
• default state is now an empty project; users manually add factories, headquarters, dormitory/cafeteria, exhibition halls, warehouses, substations, etc.
• keep the Zhongshan industrial-upstairs project only as an optional template button
• add a code package loader: QA refuses to give code conclusions until recommended sources are loaded
• add per-source load/unload controls and official source/download links
• expand source manifest for dormitory, dietetic/cafeteria, and exhibition building standards
• keep project-aware risk generation, lookup package, open questions, and grounded QA once sources are loaded
• show citation indexes only for loaded sources

Validation

• pnpm lint
• pnpm build
• local dev server returned 200
• Playwright + local Edge verification: starts as empty project, adds a building manually, refuses QA before package load, loads recommended package, then renders citation index

Notes

This branch still does not redistribute full standards. It stores metadata, official links, and curated citation indexes. Full-text local download/import remains the next major feature.
