Root cause: the OpenRouter free-model daily quota was exhausted by one-off test runs on 2026-09-28. That was run 36388743650 (239 requests, before the DeterministicOps source prefetch) plus three parallel model evals (#109-#111). OpenRouter caps
:freemodels at 1,000 requests/day for accounts with ≥10 credits purchased (docs). Measured steady-state cost after #104: 44 requests per TIL fact-check and 5 per non-TIL PR (gh aw audit 36394128130, 36395225062), well under the cap. The branches are deleted and the fix is merged in #104.
