Since v0.2.0 the content command gained Markdown image support (deriving hash and dimensions from the file), the blog example became a runnable end-to-end site with checked-in reference output, and verify gained --expected-runtime-pubkey to check content against the manifest runtime key. Bump to 0.3.0 (Cargo.lock updated) ahead of tagging v0.3.0.
