docs: add status badges under the README title#13

Add CI, version (0.3.0), spec (v1.0-rc.48), Rust MSRV (1.88+), and license badges below the title, matching the badge style of the other project repos. The CI badge is live from GitHub Actions; the rest are static and move with the corresponding version/spec bumps.
