Patch release for the security-audit fixes: verify now exits non-zero on reject, defaults --now to the system clock, hardens image reads against a hostile repository, errors on --content-index without --fetched-onion, and the init scaffold uses --key-seed-file. Update Cargo.lock and the version badge ahead of tagging v0.3.1.

Cargo.lock and the version badge updated, ahead of tagging v0.3.1. Build/test/clippy/fmt green with --locked.
