Bumps rustls-webpki 0.103.8 -> 0.103.13 (transitive via axum-server), closing RUSTSEC-2026-0049/0098/0099/0104. Wire protocol unchanged. Also documents the GitHub Actions setup and the rustfmt pass added on this cycle. See CHANGELOG.md for details.
