Match fortinet.com's footer: replace the simplified 4-column nav with the real nav groups (Solutions + SMB + Service Providers, Partners + Trust Center, More, Connect With Us) and add the full legal bottom row (Terms of Service, Privacy Policy, Notice for California Residents, Do Not Sell, GDPR, Canadian Accessibility) with bar separators. - footer.html fragment source rebuilt from the live Fortinet footer. - footer.css: stacked-heading spacing within columns + inline legal-links row.
